ESEA Waiver — Inch by Inch…..
Kansas creeps closer to a successful waiver application, with USDE agreeing that Principles 1, 3, and 4 are probably acceptable and that proposed additions to Principle 2 are positive.
Principle 1 addresses adoption of and transition plans to college- and career-ready standards.
Principle 3, teacher and principal evaluation systems, was given a probable “green light” when USDE staff finally was convinced that Kansas would have student learning data integrated into the evaluation systems by 2014-15, as required by the original guidelines.
Principle 4, reducing duplication and unnecessary burden, has always required just an assurance that KSDE would make every effort to do that.
Principle 2, the accountability system, proves to be the final sticking point. Following several conference calls, KSDE is proposing to add a 4th way for schools to show growth: reducing the percent of students scoring “below proficient” by 50% over 6 years. The 3 original methods, achievement, growth, and closing gaps, stay as part of the accountability system.
KSDE has another conference call Wednesday afternoon, June 13. Next steps are anyone’s guess!!
Licensure Regulation Amendment Approved
The State Board unanimously approved removing the sunset date from 91-1-209, the regulation that allows someone to add an endorsement by passing the appropriate Praxis content exam.
KNEA testified against the change, based on resolution B-4-12, which says that KNEA does not support that methodology.
Licensure Fees Set
As required by law, the State Board set licensure fees for the 2012-2013 school year. They remain exactly the same as last year, and vary according to the length of the license. A chart of license fees can be found on KSDE’s teacher education and licensure website.
Committee, Commission Appointments
Sherry Turnbull, Pittsburg EA, was appointed to a 3-year term on the Professional Practices Commission. She joins KNEA members Suzanne Bangert, NEA SM; Kimberly Groom, Winfield NEA; Calin Kendall, Olathe NEA; and Brad Nicks, Shawnee Heights EA as teacher representatives.
Jan Wilson, Friends University, was appointed to fill an unexpired term on the License Review Committee.In other action, the State Board: · Heard a presentation by Dr. Malbert Smith, MetaMetrics, on summer reading loss
· Recognized the Baldwin HS team as winner of the national Real World Design Challenge
· Heard an update on Next Generation Science Standards
· Began discussions of the FY2014 budget
